I already used this design. The static navigation is very cool when you want to stick some links in front of the visitor all the time. But I found that in some browsers/resolutions, a scrollbar is showing around the menu, so I made some modifications to fix this issue.
Overall I like this design a lot.
Big thumb up for tristar.

This has a great look, But there where some problems with the scroll bar not staying in the right place so I had to rewrite some of the style sheet to fix.
Very nice look though, how do I add it to see designs in use?
