This layout is a reaction against all of those freshmeaty/slashdottified floating-box type layouts on OSWD. I wanted to create someting more suited for a simple navigation system and extended(and possibly wide) content areas. Provides a topbar for site title(and some navigation/location indicator), a leftbar for navigation and a "today's feature" type box. It also(of course) has a large area dedicated solely to content as well as a small bottom bar for copyright/contact info. A good layout to build something greater from, IMHO.
